PROJECT DESCRIPTION: The City of O’Fallon employed our firm to prepare the Project Development Report, preliminary and final plans, specifications, and estimates for the improvement of a 5,400 L.F. (1.02 mile) portion of Milburn School Road.  This project is the first two phases of a 4-phase project that is 11,000 L.F. (2.08 mile) in length.  The project was funded with FHWA Surface Transportation Program (STP) Funds and MFT funds as administered by the Illinois Department of Transportation.  Rhutasel and Associates, Inc. prepared and submitted two separate STP funding applications to cover the cost of construction. During construction, the entire road was closed to thru traffic, but the project was stage-constructed to maintain emergency vehicle access and allow entry to local homes and businesses.  The project included new storm sewer pipe and inlets, new concrete integral curb and gutter, aggregate base course, asphalt surface course, driveway repair, and concrete sidewalk. Also included in the project was the construction of a roundabout at the intersection of Milburn School Road and Merriam Parkway. Our firm was also retained to perform construction services including staking, materials testing and assistance with construction observation and contract administration.
