PROJECT DESCRIPTION: The Cities of O’Fallon and Fairview Heights employed our firm to prepare the Project Development Report, preliminary and final plans, specifications, and estimates for the improvement of a 5,600 L.F. (1.06 mile) portion of Old Collinsville Road.  Jurisdiction of this section of roadway is equally divided between the Cities of O’Fallon and Fairview Heights and this project is a joint undertaking of both communities.  The project was funded with FHWA Surface Transportation Program (STP) Funds and MFT funds as administered by the Illinois Department of Transportation.  Rhutasel and Associates, Inc. prepared and submitted two separate STP funding applications covering each City’s jurisdictional limits. During construction, the entire road was closed to thru traffic, but the project was stage-constructed to maintain emergency vehicle access and allow entry to local homes and businesses.  The project included new storm sewer pipe and inlets, new concrete integral curb and gutter, aggregate base course, asphalt surface course, driveway repair, and concrete sidewalk. Also included in the project was the reconstruction of an at-grade railroad crossing and relocation of water and sewer utility lines. Our firm was also retained to perform construction services including staking, materials testing and assistance with construction observation and contract administration.
