PROJECT NAME: St. Louis Street Improvements

PROJECT DESCRIPTION: The City of Lebanon employed our firm to prepare preliminary and final plans, specifications, and estimates for the improvement of a 1,010L.F. portion of St. Louis Street.  This street is classified as a “collector route” and is located in a residential area but leads directly to the downtown commercial district.  The project was funded with FHWA Surface Transportation Program (STP) Funds as administered by the Illinois Department of Transportation in two separate grants allocated for FY-07 and FY-10.  Rhutasel and Associates, Inc. prepared all grant applications and construction was undertaken in two phases to accommodate the grant allocation.  Phase 1 was completed in 2007 and Phase 2 was completed in 2010.  Phase 2 included a full brick pavement surface to replicate the old brick pavement that had deteriorated. Existing cut stone curbs were salvaged for reuse and supplemented with new cut stone curbs to replace damaged sections.  Unique brick patterns were used to designate crosswalk areas and to represent the tracks of the old interurban trolley that had long since been removed.  The work also included storm sewer pipe and inlet repair, aggregate base course, asphalt base for the brick pavement, driveway repair, concrete sidewalk and brick sidewalk.  Our firm was also retained to perform the construction services including construction staking, materials testing, construction observation and contract administration.
