Roads and Streets:
Belleville Street Improvements Project
PROJECT NAME: Belleville Street Improvements
OWNER: Belleville Street Improvements
LOCATION: Lebanon, St. Clair County, Illinois
CONSTRUCTION COST: $463,000
YEAR COMPLETED: 2011
PROJECT DESCRIPTION: The City of Lebanon employed our firm to prepare the
Project Development Report, preliminary and final plans, specifications, and
estimates for the improvement of a 1,485 L.F. (0.28 mile) portion of Belleville
Street. This roadway is classified as a collector and is located in the central
part of the City. It travels through a residential area and is a main route
leading to the downtown area. The project was funded with FHWA Surface
Transportation Program (STP) Funds as administered by the Illinois Department of
Transportation. During construction, the entire road was closed to thru
traffic, but the project was phase-constructed to maintain emergency vehicle
access and allow entry to local homes. The project included new storm sewer
pipe and inlets, new concrete integral curb and gutter, aggregate base course,
hot-mix asphalt surface course, driveway repair, and partial concrete sidewalk.
Numerous utility adjustments were required to accommodate the improvement.
Close coordination with City officials was needed to comply with budget
constrictions, yet meet State and Federal design standards for the project. Our
firm also prepared the STP grant application for project funding and was
retained to perform construction services including staking, materials testing,
construction observation and contract administration.
